Landlords

The Fairfield Metropolitan Housing Authority (FMHA) and the U.S. Department of Housing and Urban Development (HUD) welcome you as a property owner to the Section 8 Housing Choice Voucher Program (HCV).

Understanding the HCV Program

The HCV Program uses federal funds to provide rental assistance to low income families and individuals. Program participants find rental housing that fits their family’s needs in the private market. Each month the Housing Authority pays a housing assistance payment (HAP) directly to the owner while the family pays the balance of the rent due. The amount of HAP is determined by the size of the family, the number of bedrooms in the unit, and the family monthly adjusted income.

Leasing Procedures

If a program participant chooses one of your rental units, it is understood that all agreements regarding day-to-day living will be between you and the participating family.

Step 1. Both the tenant and the owner complete the Request for Tenancy Approval (RTA) form. The tenant will supply you with this form.

Step 2. The tenant or the landlord immediately returns the completed Request for Tenancy Approval (RTA) form to the Housing Authority.

Step 3. The Housing Authority will contact the landlord to schedule an inspection.

Step 4. Once the property has passed inspection, the owner and the family will meet with the HCV Leasing Specialist to sign a HAP contract and lease.

The Section 8 Program does not change the rights and responsibilities of landlords according to the Ohio Tenant/Landlord Law.

Why Should I Rent to Section 8 Tenants?

  • FMHA’s share of the rent is sent directly to you
  • We share known rental history to better screen tenants
  • FMHA performs an annual inspection of the unit
  • FMHA requires tenants to follow the rules of the lease in order to retain their rental assistance
  • Tenant loss of income usually increases the Housing Assistance Payment (HAP) the Landlord receives
  • Tenant’s are responsible for repairs for Section 8 HQS violations that were caused by the family
