Capital Fund Information

The Department of Housing and Urban Development provides funds, annually, to Public Housing Agencies (PHA’s) for the development, financing, and modernization of public housing developments and for management improvements. The funds may not be used for luxury improvements, direct social services, cost funded by other HUD programs, and ineligible activities as determined by HUD on a case-by-case basis.

Annually, HUD requires FMHA to complete a five-year annual plan for Capital Improvements. This five-year plan must include projects that FMHA and Public Housing residents determine are needed in and around the Public Housing rental units. For example: new roofs, new energy efficient windows, new doors, etc. Each year the Housing Manager sends out a survey to all ninety-six Public Housing families asking for their suggestions of needs and wants for their neighborhood and rental unit. Upon receiving the completed surveys the Housing Manager reviews all surveys and compiles a list to use in completing the capital funds annual plan. Once the annual plan is completed by the Housing Manager it is added to the agency annual plan for submission and approval from the Department of Housing and Urban Development.

Some recent Capital Improvement projects that have been completed are: New energy efficient windows in all ninety-six public housing homes, new roofs, kitchen remodels, new energy efficient appliances, new flooring, geo-thermal units in three of our homes, drainage and landscaping projects in some neighborhoods, concrete work in some neighborhoods, bathroom remodels, and new playground equipment at our East Walnut Street Playground.
